Coming up: Parking Space for 2k Cars

Built by developers in lieu of additonal FSI, 7 new lots will bring respite to the city’s parking space constraints

Mumbaikars might be getting some respite from the city’s burgeoning parking space requirement with seven new public parking lots soon coming up in the city. The spaces that have been constructed by private builders as part of an attractive government scheme will add about 2017 new car parking spaces to the city before the end of the year.

Mumbai Mirror has been reporting on the abysmal state of the 92 municipal pay-and-park facilities and that of on-street residential parking across the city. Besides these, the only other facility that fulfils the city’s parking requirement is that of public parking lots (PPL).

As opposed to municipal lots constructed by the civic body, PPLs are constructed by builders in lieu of additional FSI given to them as per Section 33 (24) of the Development Control Regulations (DCR). All the builder has to do is to pay a premium to the BMC and hand over the PPL.

The provision mandates a PPL consisting maximum three underground floors, a lower level floor and up to three floors over the ground. The stipulation was first introduced in 2008 and so far, 78 such lots have been proposed out of which, 18 have already been handed over to the BMC. These will be joined by seven more this year.

The civic body is in the process of inviting contractors for these lots.

The seven additional lots are expected to be handed over to the BMC before June. These include two in Mulund, one each in Andheri West, Parel, Worli, Goregaon and Byculla.

“Together, they will add about 2017 car parking spaces in the city. Even if all the remaining 60 PPLs are handed over to us, we will still be able to meet only 19 per cent of Mumbai’s total projected requirement of 2019. And the demand is constantly increasing,” said an official from the BMC’s Traffic department looking after PPLs.

According to an assessment by the Comprehensive Mobility Plan, the city’s additional parking demand will be that of 2.84 lakh cars in 2019. It will see a massive increase by 2034, more than doubling to 5.37 lakh car parking spaces. Even if all the 85 (78 + the 7 new lots) start functioning, they will add only 56,463 parking spaces.

As of now, the Worli/Parel area has the highest number of sanctioned PPLs with nine lots. There is no response to the scheme in Colaba, Chembur, Dahisar, Borivali – some of the city’s most high-density areas.
