Cluster redevelopment now must for all Mhada layouts across Maharashtra

MUMBAI: : Cluster redevelopment is now mandatory for all Mhada layouts across Mumbai, the Konkan, Nashik and Pune. The state housing department on Thursday issued a GR that disallows issuing of no objection certificates for the redevelopment of standalone buildings constructed by Mhada.

“Even as the government is considering cluster redevelopment, it has been receiving proposals for standalone buildings. Such redevelopment of a single building neither allows proper planning nor laying of civic infrastructure. Hence the government has decided on cluster redevelopment,” said the GR. “Henceforth, only cluster redevelopment projects will be granted sanction,” it added.

A state government resolution (GR) making cluster redevelopment mandatory in Mhada layouts issued on Thursday states that redevelopment of a single Mhada building will be allowed only in exceptional circumstances.

Such a proposal will need prior approval from the government before being approved by Mhada. Violation of the new rule would invite strict action against Mhada officials, the GR warns.

State housing minister Jitendra Awhad said Mumbai urgently needs cluster re-development to take off in a big way. “If we do not take up composite development of areas of say 5-10 acres, it will be difficult to upgrade the city’s infrastructure, be it roads, drains, sewerage, amenities… We will be extending this GR to cover all of Maharashtra where Mhada has land and has carried out housing,” he said.

Awhad pointed at Kannamwar Nagar at Vikhroli and Vartak Nagar in Thane (both Mhada layouts) as classic examples of the perils of allowing single building redevelopment.

“All the buildings along the main road have been redeveloped and replaced with towers. The buildings away from the main road have no takers. In large layouts, it is necessary to go in for cluster,” he said.

The government has already taken a decision to allow builders who are implementing cluster redevelopment of Mhada layouts to pay the stamp duty in instalments till the final occupation certificate is issued.

Asked which Mhada layouts would now be taken up for redevelopment, Awhad said there are still certain issues of taxation that need to be ironed out. “Some clarity is still needed but we hope to do it soon,” he said.
