From July 1, Only Online Building Nod In Maharashtra

Maharashtra urban department principal secretary Bhushan Gagrani on Wednesday told TOI that building permissions in all corporation and council areas of the state would be provided only through online mode from July 1

“All corporation and council authorities should ensure that the system is in place by July 1. After that, no manual permission should be granted,” he said.

State town planning director Avinash Patil told TOI that the online system would make the process seamless and the applications would be tracked with no manual intervention.

A senior town planning department official said though the software for the work was ready early this year, “some issues” delayed the process.

The online process was introduced after Maharashtra started the Unified Development Control and Promotion Regulations for the state in December 2021 and all municipal corporations (barring Mumbai) and councils were brought under the ambit of the new rules.

The Unified Development Control and Promotion Regulations were introduced to ensure uniformity in width of roads and other infrastructure. Following this, the government developed software for online submission and approvals to building plans. The online submission and approval of building plans came into effect from April 1 this 2022. But technical glitches did not help builders adapt to the new system.

The town planning official said this online system was a long-pending demand of the real estate players with an aim at minimising red tape. “Some municipal corporations and councils have already arranged to roll out the online system. It will reduce the developers’ stress,” the official said.

Confederation of Real Estate Developers' Associations of India (Credai) state president Sunil Furde said, “The developers wanted the system as it would help minimise middlemen in the process. They (builders) had to face some technical issues while submitting the building plans through the software. This also slowed the process in many parts of the state.”

He said, “All members of Credai should submit the plans in the online mode only. With fewer people to interact with, it will stop any kind of unnecessary manual intervention.”

The software — Building Plan Management System — offers online permissions for building, plinth, part and full occupancy, tentative layouts, renewal and revival of building nods and other aspects.
