The Municipal Corporation of Delhi (MCD) plans to use drones to evaluate properties in industrial zones for tax purposes. MCD will be able to check details supplied by residents while paying property taxes using drones. "The firm will do a drone survey first, followed by a door-to-door survey, and then compare the data acquired with our data. That is how we will know if taxpayers are paying their taxes correctly "The MCD officer stated.

This will also assist in determining whether or not the terrace has been constructed. The study will include around 30,000 buildings in industrial locations such as Okhla Industrial Area."

MCD had requested proposals to perform a drone-based examination, with a deadline of March 16, 2023. MCD performed a pilot project for the same in 2022 in Mohan Cooperative Industrial Area on Mathura Road in Delhi. The experiment was a success last year, so the authorities decided to expand it into additional locations.

Fire NOC Not Required

The MCD has recently simplified the fire No Objection Certificate (NOC) or Fire NOC required for special category construction proposals. People asking for building plan approval for residential properties in Special Categories will no longer need a Fire NOC from the fire department. The MCD has reduced the fire NOC standards.

Before, the fire NOC was required for the approval of residential building designs. According to the new rule, no fire NOC is necessary for the licencing of residential structures with a ground level plus three more storeys and stilt parking. The building's total maximum height must be 17.5 m. However, the MCD has said that the modified regulations would not apply to projects where stilts are not suggested by the applicants.

SAMRIDDHI 2022-23 is a one-time property tax amnesty programme that was just announced. SAMRIDDHI stands for Strengthening and Augmenting Municipal Revenue for Delhi Infrastructure Development. The plan will run from October 26, 2022, until March 31, 2023. In the case of residential property, the system will allow taxpayers to pay the primary tax for the previous five years in addition to the current year.

The policy provides for the forgiveness of interest and penalty costs, as well as past due property tax for owners prior to 2017-18. Commercial property taxpayers can additionally pay the main amount for the previous six years under this arrangement. Furthermore, property taxpayers can get a waiver of previous outstanding dues (prior to the last six years), including interest and penalties. The MCD body would be able to boost its user base and recoup some funds with the aid of this strategy. Also, the programme will expire on March 31, 2023. As a result, users must pay their fees by that date. Following March 31, 2023, MCD property taxpayers will be required to pay the whole property tax, plus interest and dues.


New Property Tax Amnesty Scheme 2022-23

The Municipal Corporation of Delhi (MCD) has implemented an amnesty plan under the Delhi Municipal Corporation Act to provide tax relief to owners of illegal colonies, unauthorised regularised colonies, Lal Dora and Expanded Lal Dora villages, and properties given to Kashmiri migrants. The plan aims to increase net tax collection income while also encouraging property owners to seek relief from past-due taxes.


What Is The New Property Tax Amnesty Scheme 2022-23?

Under the programme, taxpayers with residential properties in certain areas/colonies can pay the principal amount of their property tax dues for fiscal years 2021-22 and 2022-23, and any outstanding property tax dues from prior years would be waived upon payment.

Non-residential property taxpayers in these areas/colonies must also pay the main amount of their property tax dues for the previous four years, from FY 2019-20 to FY 2022-23. Any outstanding property tax dues previous to 2019 will be forgiven upon completion of this payment.

In the event that a check is returned unpaid, taxpayers must pay any fees imposed by the bank or postal division. The previously released money, even if it exceeds the prior main amount, will not be modified or repaid against future liabilities.

Taxpayers with outstanding litigation in any court who desire to participate in this plan must file an affidavit suitably signed by a notary on Rs 10 stamp paper declaring that they would withdraw their application from the court in order to participate in the scheme.
